There might be couple of reasons for this issue but one can perform the following troubleshooting.
1)Try to Repair office 2013 from control panel and go for a full on-line repair.
2)Try removing the windows update from the list.(http://support.microsoft.com/kb/2817631)
Or
1. Close Outlook 2013
2. Navigate to C:\Program Files (x86)\Microsoft Office\Office15
3. Rename WWLIB.DLL to WWLIB-ORIG.DLL
4. Download the older WWLIB.DLL (15.0.4517.1505) from here: https://citrix.sharefile.com/d/s2d8d60fbe2b4d3d8
5. Place WWLIB.DLL into C:\Program Files (x86)\Microsoft Office\Office15
6. Open Outlook.
