To import all those emails or a folder containing emails with .eml format you have two choices.

1. Setup the same email program on your computer and import them again and export them in outlook, but in some windows version you may not able to install the old program due to compatibility then you have the second choice.

2. Use a third party program to import email messages and export them in outlook 2013.
